Recently, the Kwun Tong Police partnered with DISCO to implement a smart traffic management operation, reducing officer deployment by 80% while achieving better results. This initiative won a Public Service Golden Award.
Starting in October 2020, the police enforced a "zero tolerance" strategy during peak hours to tackle congestion in the Kwun Tong Industrial Area. Chief Inspector of Police, Kwun Tong District Operation Officer, Yu Sing-lam noted significant improvements, with bus route 11D travel times reduced from 52 to 34 minutes, and driving times from Kwun Tong Pier cut from 26 to 9 minutes.
Solutions
To enhance efficiency, the police collaborated with DISCO team to collect and analyse traffic data using a simulation model called VISSIM. This analysis showed that attempting to clear all illegally parked cars at once could worsen congestion, leading to recommendations for coordinated actions.
After over a year of trials, the police reduced their personnel from over 40 to about 6, maintaining or improving results with 80% fewer officers.
